The Origin Of “jinchang”
In 514 BC, Wu Zixu, the founder of Suzhou, opened a city gate which was called “Chang Gate”. Near Chang Gate, there was a scenic spot “Jinchang Pavilion” constructed in Han Dynasty. ”Jinchang” was named after it. And Chang Gate was located in the west of the city. According to the theory of five orientations and five elements, the west is gold which is “Jin” in Chinese. Thus the name “Jinchang” also indicates the prospect of a fortune. In Tang Dynasty, a well-known poet Bei Juyi, as the Suzhou governor, built 7-li long Shantang Street, since then the water way transportation from Chang Gate to Tiger Hill took on frequentness. Since then merchants have been frequent visitors, and it was described as “gaily-painted barges stopped paddles , and beautiful horses clustered together “ in Chinese poems . In the periods of Ming and Qing Dynasties, Jinchang District nearby area was ever the trade center in Yangtze River Delta Area; it also was the goods distribution center. Cao Xueqin in his novel “Dream of Red Mansions” highly praised Jinchang area by saying “the most splendid wealthy and romantic land in the world.” In Qing Dynasty the notable painter Xu Yang created the art works “Golden Age Breeding Map” (“Prosperous Scene of Suzhou Volume”) painted Shantang Street and showed the bustling downtown scenes in Jinchang area. "

Jinchang District is located in the northwest of Suzhou which enjoys the reputation of “paradise on earth”. It stretches from the city moat in the east to Beijing-Hangzhou Grand Canal in the west. And it is bounded by Canglang District in the south and borders Xiangcheng District in the north. Jinchang District is the location of Suzhou Committee and the Municipal Government of Suzhou. Within Jinchang District there are many world-famous tourist attractions such as Tiger Hill, Shantang Street, Hanshan Temple, Lingering Garden, and Xiyuan Temple. There are City Sports Center, City Performing Arts Center, Canal Park and other modern cultural and sports facilities. And there is also the second largest commercial center in Suzhou, Shilu trade center. Jinchang District is a valuable place for business, culture, travelling and shopping.

Jinchang District was founded in 1949, one of the center districts in Suzhou. The District covers an area of 37 square kilometers, with permanent residents of 290,000.The jurisdiction covers 5 sub-districts of Shilu, Caixiang, Liuyuan, Huqiu and Baiyangwan, and 42 neighborhood committees as well as 10 administrative villages.
交通條件 TRAFFIC CONDITION
The regional advantage of Jinchang District is obvious that possesses convenient transportation, Beijing-Hangzhou Grand Canal and the elevated city-ring west-section highway runs through the District from north to south; Shanghai-Nanjing Railway, Inter-City Railway, Shanghai-Nanjing Expressway, 312 State Highway, the city-ring north-section expressway runs through it from east to west. And the Rail Line route 1, route 2 will be across in our District. Jinchang District is the hub of transportation.
經濟總量 TOTAL ECONOMIC SCALE
According to the strategy of "Making Shilu better, making Tiger Hill nicer, making Jinchang New City stronger, making state-owned enterprises greater", we seize opportunities for development, urge to upgrade and try to reform a new pattern of five major industries------ commerce, logistics, tourism, technology and culture and to comprehensively build a new district favorable for trading, travelling and living. In recent years, the region's GDP has continuously exceeded 8 billion yuan, 9 billion yuan and 10 billion yuan and achieved an average annual growth of 21%. All society fixed assets investment reached 2.961billion yuan, whose growth rate stayed highest continuously in two years in Suzhou. In 2010 the district achieved its GDP of 11.698 billion yuan, fulfilled the local general budget revenue of 1.056 billion yuan. The District has a total number of over 7900 companies, with a total registered capital of over 20 billion yuan.
Commerce,logistics,tourism,technology and culture are the five major industries in Jinchang District. Jinchang District has vigorously developed modern service industry. In 2010, the added value was of service industry was 9.977 billion and reached the proportion of 85.3% of the region’s GDP, and it accounted for the largest proportion in Suzhou. The District fulfilled the total retail sales of 11.183 billion with a fastest growth in several years consecutively among three districts.
商貿業 COMMERCE AND TRADE INDUSTRY
According to the strategy of improving downtown area as the first priority, Jinchang District aims at forming a structure made up of three important areas, Shilu trade centre, Jinchang New City area and Tiger Hill area. The District actively speeds up structural adjustment, puts forward upgrading, and makes efforts to build a new paradise for consumers with distinctive specialty, complete facilities, beautiful environment, and integral functions. In 2010 commerce and trade industry achieved its region GDP of 4.682 billion yuan, with an increase of 12.8% by comparison with 2009. And the District had a turnover of 44.834 billion yuan in wholesale and retail trade. Total retail sales of social consumer goods grew 19.9%.
石路商圈SHILU COMMERCIAL CIRCLE
Shilu Commercial Circle is one of the three core business districts in Suzhou, stretching from Fengqiao Road in the west to the western part of the city moat in the east , from Aihe Bridge in the south to Shangtang Street in the north, with a total planned area of about 55 hectares, a total area of 998,000 square meters for development.
石路 西區綜合改造工程SHILU COMPREHENSIVE RENOVATION PROJECT OF THE WESTERN PART
Comprehensive renovation project of western part of Shilu ranges from Guangji Road in the east to Shangtang Street in the north ,from Jinmen Road in the south to Fengqiao Road in the west. It covers an area of 14 hectares, and the planned area for construction of commerce and business is about 500,000 square meters.

Jinchang New City Integrated Logistics Park is a key project of Suzhou, whose construction started in 2004 with a planned area of 11.2 square kilometers. It has a unique advantage of joining roads, waterways and railways, and will focus on becoming a five-sector platform of goods transactions , goods distribution, warehousing, coordinated transport and information exchange, a modern multi-functional logistics center for transactions, transportation, warehousing, distribution, display and supporting services to achieve the goal of "serving Suzhou, affecting the province, influencing the country’”. Since the launch, we have viewed the successful introduction of nine large products such as "road ports" model of mass-based logistics base, with a total registered capital of over 2 billion yuan and total investment of over 5 billion yuan.
金閶新城JINCHANG NEW CITY
It is urban complex plots, covering about 280 acres. The planning target of regulatory control aims at plot ratio of 1.5-2.5, building height limit of 80-100 meters, site coverage of 45%, green space ratio of 25% .It is planned both for commercial housing and working offices.
To the east of Hulin Road, north of Jinzheng Street, south of Chengbeixi Road (State Road 312),it covers an area of about 319 acres, plot ratio of 0.5-1.5, building height limit of 50 meters, site ratio of 40%, and is planned for the logistics sites.
There are abundant tourism resources in Jinchang District, with two 5A-class tourist attractions, three 4A-class tourist attractions, and one 3A-class tourist attraction and a complete set of tourist services and facilities, including eleven star hotels. A great number of tourists are attracted by various kinds of folk festivals,such as Tiger Hill temple fair, bell striking in Hanshan Temple, burning joss sticks in Xiyuan Temple , welcoming the God of Wealth on the fifth day of the first month in Lunar New Year ,"rolling gods" on the fourteenth day of the fourth month in lunar calendar and so on.
Tiger Hill is renowned as the "Number One Scenery of the Kingdom of Wu." Su Shi, a famous poet and politician in Song Dynasty, ever said: “Arriving Suzhou without visiting Tiger Hill is regrettable”. Chinese historical and cultural street ---Shantang Street is a window of Wu culture, an epitome of the old Suzhou. Hanshan Temple is known in the world for the rhythm of the poem and the bell. The Lingering Garden is one of the Four Famous Gardens in China and also famous world cultural heritage. Xiyuan Temple is a temple of millennium, with a 500-Rohan Hall, which is one of the Four Famous Rohan Halls in China.
TIGER HILL REGIONAL COMPREHENSIVE
In 2010, Tiger Hill regional comprehensive renovation project was officially started. The project ranges from State Road 312 in the north to Shanghai-Nanjing Intercity Railway in the south , from Su Yu Zhang cable in the west to Shiziyang River in the east, with a planned area of 3.5 square kilometers.
Tiger Hill regional comprehensive renovation project sets regional integration of urban and rural areas as the core, and the protection of the city as the basis, sticking to the principals of integrated planning, protection of history, comprehensive reform and improvement of people's livelihood. This project aims at making Tiger Hill region the first choice for historical and cultural promotion, travelling and leisure, the best place for eco-living, the best business card for the city, the "urban living room" of beautiful Suzhou and the main display area of Wu culture.
山塘歷史街區SHANTANGHISTORICAL AND CULTURAL AREA
In 2002, the Suzhou Committee and the Municipal Government of Suzhou started to implement the protective rehabilitation project for Shantang historical and cultural area, restoring more than ten scenic spots, promoting a water tour line and a night tour line, bringing in a number of old shops in the “shop front, workshop rear” mode, and traditional art and craft shops. Currently the western part of Shantang is still under construction whose leisure will perfectly matches the flourishing eastern part. In 2008, Shantang historical and cultural protection area received “Award for outstanding contribution to national construction in China”, in 2009 won the "China's most popular historical and cultural street for traveling",in 2010 won the "China’s Model in cultural heritage protection", "Chinese historical and cultural street ", in the same year became a national 4A class tourist attraction.
科技新興產業 TECHNOLOGY EMERGING INDUSTRY
Relying on a large number of scientific research institutes and a strong entrepreneurial culture, we make efforts on the role that Science and Technology Park plays as a carrier, encourage the development of technology in science and technology research institutes, and bring technology service organizations to expand economic scale. Currently, in the District we have 12 major research institutes such as China Nuclear and Electrical Power, Suzhou Branch Thermal Power Research Institute (with the State Key Laboratory) and many other carriers for technological innovation and public entrepreneurship. According to the idea of the "cultural zone”, we actively explore history and culture and commercial culture resources. On the basis of construction of base, cultivation of enterprises, and personnel training, we encourage the development of creative design, performing entertainment, film production, performing arts, cultural tourism and other emerging industries and promote cultural and creative emerging industries to flourish. In addition we encourage participation of private capital in the development of cultural industries. In recent years, Jinchang District has actively guided economy of buildings to develop, made the guidance of it, and issued some related plans and preferential policies. The economy of buildings develops on the right track, and around Shulu commercial center, Ganjiang Road and Sanxiang Road formed a building cluster, among which some high-qualified international business buildings showed up such as Costal International. Currently, there are 33 buildings in operation，and 7 under construction and investment。
We make full use of the industry cluster and its function of radiation, take theme consumption as core business, and stick to the principal of "scientific planning, integration of commerce and culture, cluster development, formation of character". Traditional commercial district tend to be specialized, featured, and brand-oriented, and thus a group of featured blocks with comprehensive functions of experience, exhibition, culture, leisure and consumption are formed.
石路步行街 Shilu Pedestrian Mall
Since its renovation in 2004,it has become a multi-functional modern trade center integrating shopping, travelling, culture, entertainment and commerce. It was awarded "the title of China's famous Commercial Street" in 2011. Sales of the leading company Shilu International Shopping Mall has been among the tallest of all shopping malls in Suzhou in several years continuously.

Since its opening in 2005, it has brought together various kinds of food from more than 20 provinces. The annual” Shilu Food Festival” has become an important brand of Suzhou cuisine culture and a special festival.
石路時尚女性街Shilu Fashion Female Street
It is officially opened in 2006, whose eastern part is adjacent to Shilu Shopping Precinct ,with a total area of 33,000 square meters and more than 260 shops. It is the first leisure and shopping street targeting the female market.
It is started on August 18th, 2010. Relying on the the brand chain stores along Changxu Road in Shilu area, and the advantages that the agglomeration of professional digital malls and creative industries accelerate the development , we can continuously accelerate scientific and technological information industry cluster, focusing on two aspects of consumption and creativity. There are now Suning Appliance, Gome Appliance, Five Star Appliance, PC Mall, U-Town Digital, Huahai 3C and other malls settled.
